  17. <p>    California motorists have been looking forward to
  18. auto-insurance refunds since November, when voters passed an
  19. initiative calling for a 20% cut in premiums for property and
  20. casualty coverage. But their anticipation turned to anger last
  21. week, when State Insurance Commissioner Roxani Gillespie
  22. declared that most Californians are "not going to get lower
  23. auto-insurance rates" as a result of the initiative.
  24. </p>
  25. <p>    The hitch is a May decision by the state supreme court,
  26. which upheld the initiative but ruled that insurance companies
  27. are entitled to "a fair and reasonable" profit. Most of the
  28. state's insurance firms maintained that they should be exempted
  29. on those grounds. After reviewing their profit statements,
  30. Gillespie said she found only 13 companies profitable enough to
  31. warrant rate rollbacks. She announced hearings to examine the
  32. exemption claims of 34 more firms, but further outraged critics
  33. by declaring that evaluations of more than 200 other companies
  34. could take as long as ten years to complete.
